 Actually the cards were already adjusted to account for the 10% usage inflation factor, as they always have been, so you should not add *another* 10% to determine overusage.  For example, Ken Chase really had 80.1 IP in 1942 as opposed to the 88 shown on his card; the 88 represents the 10% bonus.
